Graduated in Law from UFPR (1977).

Master of Laws from PUC-SP (1984).

Doctor of State Law from PUC-SP (1985).

Full Professor at the UFPR Law School from 1986 to 2006.

Visiting fellow at the European University Institute, in Florence (1999), and visiting researcher at Yale Law School (2010/2011).

Member of the Ibero-American Public Procurement Network, the Public Contracts in Legal Globalization Network, the Brazilian Group of the Association Henri Capitant des Amis de la Culture Juridique Française, the Center for Studies on Federalism and Intergovernmental Relations, and the Paraná Academy of Legal Letters.

Frequent speaker at international conferences and seminars, and has taught hundreds of courses and lectures for government agencies and law institutions throughout Brazil, being a national reference in Administrative Law.
